Mr Rose stressed pre-diagnosis and post surgical treatment would still be carried out at locations near to the patients.
He said: "The aim is to collaborate in the most efficient way. From a safety point of view, there are good reasons why certain services are centralised and it is crucial but consultations before and after can be done more locally.
"Consultants will hold outclinics to prepare for surgery and monitor patients afterwards.
"It is a question of sensible collaboration."
