PLANS to convert a former DIY store into a new supermarket have moved a step closer despite opposition from rivals.
A bid to turn the former Homebase in St Andrew’s Avenue will go in front of Colchester Council’s planning committee next week.
And officers have recommended the application be given the green light.
Lidl’s multi-million pound plan will involve splitting the old shop into two units.
The larger will be taken by the German discount supermarket chain, while the other will be sub-let.
Tenants have yet to be announced but it likely to be another retailer.
Both would share a 180 space car park.
The report backing the plans said: “It is recognised that the proposal would generate employment opportunities, both during the conversion works and once the units are in operation.
“The application states the proposed Lidl store would employ up to 40 staff in store, with Lidl having a policy to employ local people.
“Career paths include management and administrative positions, as well as store assistants and cashiers.
“Management development and training programmes are also offered.
“The proposal is considered to satisfactorily meet the requirements of relevant national and local planning policy and would result in additional benefits in terms of reducing surface water flooding, providing ecological enhancement, and providing employment opportunities.”
Supermarket rivals Asda have urged councillors not to give permission saying there is not sufficient information for Colchester Council to rule if the new store would have an adverse impact on the viability of the town centre.
But planners have stated the actual size of the proposed new Lidl store mean a full retail impact assessment is unnecessary.
There are already two Lidl stores in Colchester - one in Gosbecks Road and another in Abbot’s Road.
If the latest plans are given the go ahead there will be four supermarkets in a stretch of road less than two miles long with Aldi in Cowdray Avenue, Waitrose in St Andrews’s Avenue and the Hythe Tesco already established.
The plans are due to go in front of the planning committee on Thursday where members will have the final say.
