CAMPAIGNING councillors have urged Colchester Council to purchase a prominent town centre site and turn it into a flagship development combining heritage and housing.

The former Army Base Repair Organisation (ABRO) site, which sits above the remains of the only known Roman Circus in Britain and a former Army barracks, is expected to be put on the market by the Ministry of Defence soon.

Situated next to Abbey Fields, the area includes a significant section of Colchester’s 1,800-year-old Roman Circus.

New Town and Christ Church councillor Pam Cox urged the council to make the most of a “unique” opportunity.

“It’s now or never for this nationally important site,” she said.

“This is a wonderful opportunity to turn our Roman Circus into a major visitor attraction and something to make the town proud.

“I, like many others, think the council should buy the site.”

Colchester Council’s Local Plan suggests the site should developed to include a mix of affordable housing and cultural provision.

The Roman Circus is an ancient scheduled monument which means building is banned within ten metres of the remains.

Adam Fox, leader of the Labour Group of Colchester councillors, added: “Colchester Council’s housing company – Colchester Amphora Homes – is already delivering high-quality developments in the town.

“It could play a role in the ABRO site.”

Colchester Council’s planning and housing manager Karen Syrett said it is a suggestion which will be looked into.

Andrew Ellis, councillor responsible for housing and planning added: “We have asked our officers to investigate the feasibility of it.

“They’ll come back to us before next cabinet and we will listen carefully to their advice, but it’s something being asked about.”
