Residents have called for a meeting with Government officials to find out what is being done to save their sea defences.
Holland-on-Sea Residents' Association is concerned about the state of the crumbling coastal wall and wants answers about its future.
The group has asked a representative from the Department for Environment, Food and Rural Affairs (Defra) to visit the resort and discuss the problem.
Defra scrapped a £24 million project to strengthen the sea wall four years ago, and since then part of it has collapsed.
Mike Vaughan-Chatfield, chairman of the residents' association, explained people were angry about that and want the scheme re-instated.
Without it, they fear more of the promenade will be lost.
A spokesman for Defra said Mr Woolas was not personally able to attend the annual meeting because of prior commitments.
The department was unable to say whether it could send another representative instead.
