Labour councillors refused to support plans to plough a further £2 million into the beleaguered Visual Arts Facility in Colchester.
The seven Labour councillors abstained from a vote which saw the council agree the funding.
Labour Party leader Tim Young said the project had lost their support when it was decided to put a new building on the bus station.
He said: “I respect the views of people who thought it was a good idea, but I think they have been proved wrong."
