The council has already voted to scrap the current Queen Street site but will await eight weeks' further public consultation before rubber-stamping the plans.
Fierce opposition from campaigners, led by Save Our Bus Station, is backed by MP Bob Russell, the Labour group, Colchester Civic Society and other groups.
