Paymaster General Dawn Primarolo visited Clacton County High School and the Ark Neighbourhood Nursery in Harwich.
She said she was highly impressed with the way Government cash had been used to improve people's quality of life.
Clacton County High is currently undergoing a £7 million refurbishment programme, including a new community cafe and dining area officially opened by Mrs Primarolo on Tuesday
Work started on the entire project in October 2003, and the new build will be completed by the end of March.
"The whole team working on this have done a brilliant job and I was very impressed," she said.
