Essex County Council announced in 2003 that Leywood Community Resource Centre in Leywood Close, Braintree, would close because of the large cost of refurbishment.
It proposed that the 100-plus day students at the college would relocate to three smaller centres, including the Adult Centre in Halstead, Braintree's Diana Golding Centre and an unconfirmed site in Witham.
But Morag Culpin, 64, of Tolleshunt Major, whose daughter Paula, 38, has attended Leywood for nine years, said she was concerned about the lack of progress on the proposed move and the impact of the changes on her daughter and her friends.
"At this moment, we are no nearer knowing the future of Leywood."
An Essex County Council spokesman confirmed discussions were taking place to secure a new site in Witham.
