Crossley House has stood empty for more than two years and has attracted regular attacks by vandals.
The former nursing home, which is at the junction of Marine Parade East and Victoria Road, was also set on fire in December, causing extensive damage to the property.
The development of 28 two-bedroom apartments and three three-bedroom apartments is being carried out by Colchester-based firm W A Hills.
Contract manager Steve Aylott said the building was now under demolition and the land would be prepared for work to start on construction.
