Councillors have hailed the appointment of Castle Point's new council boss who beat off competition from 26 other applicants to get the job.
David Marchant, who lives in the borough, said he was confident his previous experience would help turn the failing council around.
Mr Marchant is currently working out his time at Brentwood Council where he is deputy chief executive and director of environmental services.
He said: "I am delighted to accept the offer of chief executive at Castle Point.
"I am confident that my previous experience and the changes I have made elsewhere will assist the council achieve standards of service that are needed for the public we serve."
Tory leader of the council, Pam Challis, said: "I am delighted that the council has been successful in recruiting such a high calibre, experienced and energetic candidate.
"Being local will be a particular help and I know Mr Marchant is keen to lead the council through the changes necessary and contribute to the regeneration and wider agenda in the borough."
The post was filled in November by Tom Moloney who accepted the job on a temporary basis to help devise the recovery plan that has since been accepted by the government.
This was needed after the council received a damning report where it was rated as "poor" by Government assessors.
It is expected that Mr Marchant will take over from Mr Moloney in the middle to end of April
