A fresh bid will be made to demolish a town centre shop and replace it with flats.
An application was made for 21 flats and a car park to be built on the site of the Co-op Homemaker store in Kingsway, Dovercourt.
But Tendring Council's planning department rejected the plan because it was too big and would mean the loss of an important retail outlet.
But a spokesman for the Co-op said the company had not given up on the proposal.
She said: "Following a subsequent meeting with council officers, we are incorporating their suggested amendments into our application. It will be shortly re-submitted for their consideration and we hope it will receive approval."
The original bid was strongly opposed by Harwich Town Council and by many residents.
