Tendring has the biggest skills shortage of anywhere in Essex, it has been revealed.
A report by Essex University researchers claims that a serious shortage across the county as a whole is threatening its prosperity.
It says that almost one in three adults lack any formal qualifications. But the situation is even more acute in Tendring, which is placed firmly at the bottom of the league.
Across the district, about 38 per cent of adults have no qualifications.
The report outlines a catalogue of concerns about future development in Essex, and Tendring.
Harwich MP Ivan Henderson said it was a worrying situation which needed to be tackled.
