The incident happened just before 1.30am on the A120 when a patrol vehicle on routine duty struck the woman on the east-bound carriageway just prior to the Notley Road flyover.
Senior officers are investigating the collision and the matter has been referred to the independent police complaints commission who are working alongside them.
The police vehicle was not responding to an incident when the collision occurred.
Investigating officers were still establishing the circumstances of the incident, especially the events leading up to the police four-wheel drive Nissan Navara vehicle hitting the woman.
At this stage police believe they know the woman's identity, with items belonging to her and found at the scene suggesting she was aged between 20 and 40 and lived in the Braintree area.
Police are appealing for motorists either on the A120 or on the Notley Road flyover from midnight to the time of the incident to come forward.
