Joyce Cowell, of Glebe Way, said she would not have moved to the area if she had realised the rain would cause so many problems.
And she said Tilbury in south Essex was "heaven" compared to her new home.
Mrs Cowell said she was fed up with her garden being flooded and the potholes in the road outside her home.
She said: "If I had known, I would have run away."
Tendring and Essex county councillor Roy Smith, who represents the area, said: "I am rather concerned with this situation because it worries people with the stress and the strain.
"I am going to visit Mrs Cowell and then I will be taking the matter up with the appropriate department at Tendring Council, asking them to visit and investigate all her concerns and hopefully resolve the situation."
