Walton library is applying to Tendring Council for a public entertainments licence.
Linda Stewart, manager of the library in High Street, Walton, said the library was applying for the entertainments licence so it would be able to join in with this year's Walton Folk Festival.
"To have more than two people singing in the garden we need the licence," Mrs Stewart said.
She said last year they joined in with the popular folk festival event, which is a musical extravaganza in the seaside resort, but due to the regulations was only allowed to have two people performing.
The application will be heard at a meeting of the licensing sub-committee today.
