Essex County Council's highways supremo Rodney Bass was speaking after receiving travel diaries of town motorists and other travellers.
The Evening Gazette asked readers to fill in a travel diary charting their experiences of travelling through the town during one week.
It highlighted traffic jam hotspots at The Hythe, North Station and the Asda roundabout, and in the town centre along High Street.
