The 53-year-old, who lives in Arnold Road, completed a mile from the hut on the lower promenade to the town's pier and back in just under 30 minutes.
The water temperature was a chilly 4C. And he was watched all the way by David Hargreaves who set the previous best back in 1969.
David, 52, who lives in America but was in Clacton visiting family over the festive period, said it was a tremendous achievement.
"I was 17 when I swam to the pier and set the record but I did not swim back again," he said.
"It is amazing that Tom managed both legs of the mile and I must admit I did not think anyone would ever take my record away - it was fantastic to watch."
