A Green Party councillor fears that a waste disposal plant could be built at Rivenhall Airfield after plans for a new draft waste management strategy were approved.
On Monday, Braintree Council cabinet approved plans to adopt the draft Joint Municipal Waste Management strategy for Essex.
This could eventually mean Braintree Council drawing up integrated contracts with other Essex local authorities for waste collection and recycling services and the development of waste disposal facilities.
But James Abbot (Green, Bradwell, Silver End and Rivenhall) said the report could give the go-ahead for an industrial scale waste plant on Rivenhall Airfield in conjunction with a new A120 dual carriageway.
He said: "Where is this strategy taking us? It would be a real kick in the teeth for local communities if they are told the plans are all in this report."
But Roger Walters, Braintree Council cabinet member for environment and highways, said the draft proposals would allow the council to explore savings and better ways of recycling.
