Support offered to cultural life in Colchester has won praise from people in the artistic community.
Andy Rosha, director of Signals Media Arts in Colchester, told the council's policy scrutiny panel: "It's a real luxury to be working with a council that is very proactive with arts and shares the learning process."
Dee Evans, chief executive of the Mercury Theatre and member of Colchester 2020, told Wednesday night's meeting: "It was identified very clearly that there was a need for a heritage strategy and for a public arts strategy.
"Everywhere else you work, it would have been minuted. We have got one. That's the work of this council and it's phenomenal."
