An Essex County Council road safety officer was stationed on the A131 Great Leighs bypass last night, accompanied by officers from Essex Police and the Vehicles Inspectorate.
They were flagging down drivers to check they were wearing seatbelts and giving them the choice of paying a fine or having the potentially fatal consequences of their actions explained to them.
