Improvements have been made and more are on the way after Colchester Primary Care Trust (PCT) had a challenging year.
The trust managed to meet all its Government targets and broke even financially.
It gained a two-star rating, but chairman Maggie Shackell told the trust's annual public meeting meeting the PCT had missed out on a higher rating by a whisker.
"I know we are a three star trust, and we are aiming to be a three star trust next year," she told about a hundred people who had gathered in the Red Lion United Reformed Church.
