Police have drawn up a secret shortlist of Colchester's 20 most prolific criminals.
The new black book scheme is designed to break the cycle of re-offending which sees a high percentage of the town's crime committed by a tiny minority.
Officers will share information on the top 20 with social services, youth workers and alcohol and drug agencies.
Det Sgt Roger Napier said the scheme was a key tool in tackling crime in the division.
