A mother has branded Essex Education bosses "disgusting" after they failed to set up special funding for her son.
Now Rachel Moore's son Thomas will be declined extra help in the classroom he needs while another application goes through.
Mrs Moore is furious after Essex Local Education Authority let her down meaning she has to go through an assessment process with her son for the third time.
Thomas, six, has Damp Syndrome Deficits in Attention, Motor Control and Perception and his teachers and educational psychologist feel he needs a statement of special educational needs.
Thomas is unable to access the curriculum because of his condition and the statement would allow his school, Messing Cum Inworth Primary, extra funding to help in the classroom.
Mrs Moore, of Cedar Avenue, Tiptree, said: "I made a request for a statutory assessment at the beginning of year.
"In February, I was told my request was being refused and the LEA said we could meet them and lodge an appeal."
So Mrs Moore met officials, but was stunned to hear they had made a mistake, classifying Thomas in the wrong category.
She said: "They told me they would look at it again and there was no need to appeal.
"They turned him down again, so I appealed immediately, but the appeals tribunal came back to me yesterday and said we were outside the time allowed for an appeal and should have lodged it back in February when the LEA told us we didn't need to.
"So I will have to start the whole process again and wait for him to see the panel again. The way our education system is run is absolutely disgusting two years we've been fighting for this."
An LEA spokesman said: "We are in contact with Mrs Moore to resolve the situation."
