A builder's yard is set to be demolished and replaced with nine new houses.
If the proposals for Croxley Works, in Church Street, Maldon, are given the go-ahead, it will mean a collection of three-bed apartments and two-bed houses on the site.
Members of Maldon District Council's central area planning committee will discuss the plans next week.
A report to councillors says the plans have been objected to by the Highways Authority and members of Maldon Town Council are concerned about "inadequate" consultation with neighbours.
But the report recommends approval because the development "would enhance the appearance of the conservation area".
