CONTROVERSIAL plans to build a multi-storey carpark at Southend's Kursaal amusement centre have been narrowly approved by just one vote. Seventeen councillors backed the proposal while 16 voted against at a full Southend Council meeting yesterday Thursday. Lib Dems voted for, Labour against and the ruling Tory councillors were split on the issue. The car park, planned for Rendezvous Casino patrons, was bitterly opposed by the Woodgrange Residents' Association and Marks Court Residents' Association, who feared it would produce noise and pollution, lead to traffic congestion and become a gathering point for criminals.
