Controversial plans to build a multistorey car park at Southend's Kursaal amusement centre have been narrowly approved by just one vote.
Seventeen councillors, including all the Liberal Democrats, voted in favour, while 16, including all the Labour councillors and two independents, voted against at a full Southend Council meeting yesterday.
Tory councillors were split on the issue.
