A proposal to allow the storage of fairground equipment on land in Witham has run into opposition from councillors.
A planning application has been lodged to change the use of land in Blackwater Lane to allow the storage there of fairground equipment and vehicles.
Last year, a planning inspector upheld at appeal Braintree Council's enforcement order to clear the site and gave the land users 18 months to clear it.
A meeting of Witham Town Council heard that period has now expired without the equipment being moved and that after negotiation with Braintree Council's planning officers, the land users had been advised to apply for change of use planning permission.
But members of the town council's planning sub-committee voted to recommend refusal of planning permission.
A final decision on the change of use application will be made by Braintree Council.
