Ruth Chapman, 58, of Ferrymead, Canvey, has enjoyed visiting Southend's Priory Park with her two-year-old granddaughter Emmylou this summer.
But she has become frustrated by the poor condition of the toilets.
She started a petition and collected more than 100 signatures from other disgruntled parkgoers.
She said: "What they really need is an attendant but they can't afford to pay one."
A Southend Council spokesman said the park's toilets were cleaned and checked in the mornings before opening with extra checks and cleaning taking place throughout the day.
