A controversial travellers' site is set to be built on land east of Severalls Lane.
Colchester Council's cabinet will be asked to approve the council-owned site, one of three shortlisted, and to recommend it to Essex County Council.
There has been extensive consultation on finding a new location, after the former site at The Hythe was closed. Essex County Council has told Colchester it must find an alternative location.
Colchester Council hired consultants, who drew up a shortlist of three, land east of Severalls Lane, land west of Severalls Lane, and land off Ipswich Road, Ardleigh.
All three sites prompted widespread objections. Severalls industrial estate businesses have threatened to quit the town if the site goes ahead.
A special meeting of the cabinet is being held on September 8, at 6pm in the Moot Hall.
A council spokesman said: "Following full public consultation earlier this summer, and further in-depth analysis of all three sites, officers have recommended that the Cabinet vote in favour of the site earmarked to the east of Severalls Lane."
If Essex County Council accepts the recommendation, a planning application for the site will be submitted to Colchester Council's planning committee.
