Castle Point Council officers are backing plans to build four two-bedroom flats on open land at Miramar Avenue, Canvey.
The application is an alteration to a controversial proposal for a housing development on the land next to Chestnut Walk, which was approved in March.
The proposal came under fire from residents because they wanted the land used for recreational purposes.
But despite their opposition, outline planning permission was granted.
Now councillors have to decide whether to allow developers to change the plans from houses to flats with car parking spaces.
Planning director Ian Burchill has recommended the plans are approved.
