Residents have again vetoed plans to provide a hang-out for young people in Dovercourt.
A youth shelter scheme is set to be axed following objections and criticism.
It means thousands of pounds of grants given for the project will have to be returned.
Harwich Crime Prevention Panel was behind the idea and had raised money to put a specially-designed meeting place for young people near the skatepark.
Chairman Gerald Wallington-Hayes will recommend the shelter proposal is dropped at next month's panel meeting.
He said it had come under fire from members of the public and would now probably be scrapped.
The Dovercourt Beach Hut and Seafront Users' Association claimed a shelter would make the seafront a centre for vandalism and could jeopardise the Blue Flag.
