Staff at Colchester Council are to receive a three per cent wage increase this year.
Council chiefs have been holding talks with union leaders to hammer out a deal.
The locally-agreed pay award will be backdated to the beginning of April.
The increase has already been rubber-stamped by resources portfolio holder Nick Taylor. But councillors could still call for the pay deal to go before them for further discussion ahead of Thursday's deadline.
Last month Unison the largest public sector union voted to accept a three-year pay offer for local government staff worth just under nine per cent.
