Residents in Jaywick are planning a protest over plans to move their library - and fear they are not being given the proper chance to put their views across.
A meeting is being staged to discuss the subject on Wednesday with Essex County Council portfolio holder Bonnie Hart, who will be responsible for the ultimate decision on whether the facility will be moved to Bishops Park College.
People living in the area believed it was to be a public meeting where they would have the opportunity to have their say.
But Eileen Murphy, who has been invited to represent a community group, was unhappy with the situation.
She said: "As far as I can see, they have asked for a representative from Tendring Council, from two organisations and from the parish council - which we do not even have.
"That is not giving people their say and I do not want to be there talking for others. I am attending as a member of the public and expected other people to be able to do the same."
Mrs Murphy said the secretary of the residents' association was invited, but it had more than 800 members and she felt it was not possible to speak for all of them.
The meeting will be held tomorrow between 2pm and 4pm
