Dog walkers and residents are calling for action to deal with a group of travellers who moved on to a Tendring beauty spot.
At one point last week there were 26 caravans at the Holland Haven Country Park.
One dog walker, of Holland-on-Sea, who did not want to be named, said: "I took my dog up there this morning and you wouldn't believe the amount of rubbish which has been dumped up there."
He said there was also a heap of fir trees close to the site where the travellers are.
Residents fear they will have to foot the bill when the clean-up operation begins.
Mike Page, spokesman for Tendring Council, said: "We have been through the legal process and summons have been issued to attend county court today looking for an immediate possession order."
He said Essex County Council, Tendring Council and the police were all monitoring the situation.
