Estuary Housing Association, which runs the Woodgrange estate, in Southend, didn't have to think twice about nominating her for the award, run by the National Housing Federation.
Despite being registered as disabled because of her arthritis, Mrs Phillips has worked ceaselessly to improve conditions on the estate, where she lives in Waterfall.
Mrs Phillips said: "It's very important to get involved. You need to have a say in what goes on around you in your area. I feel very proud and privileged."
