Police communtity support officers will not be on the streets of Frinton and Walton until October.
It was hoped the crime-fighting team of six officers would be on the beat by June.
But there has been a set-back after recruitment delays.
Town council clerk Bob Richmond said the posts were advertised in June. But Chief Supt Dave Hudson told councillors it is taking longer than expected.
The officers will now not start training until October.
Mr Richmond said: "We were hopeful that they would be on duty for the school holidays, and that was thought to be the best. We are disappointed."
