A home for people with learning difficulties has annoyed councillors after building a roof higher than expected.
Frinton and Walton Town Council is unhappy the Yew Trees at Kirby-le-Soken did not stick to planning conditions.
They say the roof is 5ft higher than it should be.
The low-security home, which also caters for young people with mental health needs, has now applied for retrospective permission.
Jan King told fellow councillors she "disapproved" that the home was asking for permission after already doing the work.
Roy Caddick said: "I think it is gross over-development of the site."
The council voted to against giving permission.
The application will now go before planners at Tendring Council.
