Trading standards officers seized up to 300 bootleg DVDs from men selling them along Southend seafront.
A member of the public tipped off police after being offered a film by two men touting for sale outside the Minerva pub in Marine Parade at 3pm on Wednesday, a spokesman said.
Officers on the seafront swooped to arrest the men, believed to be Chinese, and took them to Southend police station before informing trading standards officials.
Team manager Carl Robinson said: "They had a holdall of 300 films cellophane-wrapped with no proper packaging."
