Colchester Council is working hard to address waste problems.
Two residents have complained to the Evening Gazette about waste not being collected for long lengths of time.
But council officials say they are making every effort to sort out the issues while keeping residents informed on progress.
Kevin Hunter, a housing officer at Colchester Quaker Housing Association's Drury Lodge, said refuse collectors broke the wheel off a wheelie bin outside the building in Drury Road four weeks ago.
He said: "Nothing has been done. They have not emptied the bin since.
"It is now overflowing into the car park. It is becoming a bit of a health hazard."
A council spokesman said: "We have been unable to lift the bin to empty it. However, we have been in regular contact with Drury Lodge.
"While we have been waiting for a replacement bin to be delivered, we have visited there on a weekly basis to collect the refuse from around the bin."
