Plans for 16 flats in Benfleet have been recommended for refusal.
Planning chiefs at Castle Point Council have said the proposals for 16 two-bedroom flats with 24 car parking spaces in Linden Road, Benfleet, would be out of character with the area.
The council also received seven letters of objection to the plans on grounds including dominance and increased traffic.
A report to the planning committee by planning director Ian Burchill also said the plans would mean overdevelopment of the area.
Mr Burchill said: "It is considered that the principle of flats on this site is acceptable, however, this scheme in its current form is considered to be overdevelopment of the site."
