Parts of the present Chelmsford West End conservation area could be deleted, and others added, if proposals being put forward by the council finally go ahead.
A draft appraisal of the area, originally designated a conservation zone in 1988, was approved for public consultation by the borough council's cabinet last week.
Among its suggestions are the deletion of part of Broomfield Road from the Britvic and Gainsborough Carpet buildings to Parkway, and land to the rear, and the bus station apron in Duke Street.
Recommended for inclusion are parts of Cedar Avenue not at present in the zone, together with buildings fronting Rainsford Road up to Parkway, and the whole of the civic centre offices and theatre buildings.
Cabinet member for planning, Cllr Neil Gulliver, said, "This has come at an appropriate time. We are all aware of the very large development that will take place in the west end over coming years. It is right that we look to widen the conservation area at this time."
The reports of the consultation will be reported to the cabinet in November.
