The Trust which runs Colchester's NHS hospitals and provides services around the county has slipped in new performance ratings.
Essex Rivers Healthcare NHS Trust gained two stars last year, but in today's Healthcare Commission figures it achieved only one.
Hospital cleanliness proved a stumbling block with a score of 2.9 just 0.1 below the target of 3.0, which would have meant the Trust retained its two-star rating.
The Trust achieved seven out of nine key targets.
The other one it failed was its financial management target, because it did not break even.
The Trust performed strongly in clinical areas according to the figures, which relate to 2003/4.
Peter Murphy, who became chief executive of Essex Rivers nine days ago, said: "One of my key priorities is to strengthen all aspects of performance management."
