Essex County Councillor Ray Howard hopes motorists will continue to change their travel habits while the work at Pitsea flyover continues.
Mr Howard said journeys should be made easier in the next few weeks.
He said: "I thought the journey yesterday was a lot better. I think people are starting to change their habits and I hope this continues. People are either avoiding the area, working from home or using alternative transport. The schools will all break up this week so that should help things on the roads."
Mr Howard said it was regrettable there was traffic chaos at the start of the week, which was also the start of the four-month, £4m programme of work on the flyover.
He said: "We were obviously trying to plan for limited disruption on the roads and, regrettably, the cones were put out early, causing problems on Sunday night with queues of traffic. It was gridlock."
