Spy cameras could be hidden in trees to catch a flytipper costing Castle Point taxpayers tens of thousands of pounds.
Lorry loads of building waste have been dumped in Northwick Road, in Canvey. The most recent load was deposited in the gateway of the island's new cemetery.
Angry Canvey West Councillor Ray Howard wants the culprits "named and shamed".
Up to £20,000 could be spent clearing up the mess if the flytipping continues and Castle Point council bosses have now pledged to investigate, catch and prosecute the person responsible.
Mr Howard said: "It's dangerous leaving rubbish on the highway and it is outrageous taxpayers are having to pay for the laziness of this person or persons.
"I want them to be caught and named and shamed. If we need to put cameras in the trees to catch them, then cameras will go in trees."
Nigel Thomas, dorector of technical services, said: "This is too big a problem for us to just ignore."
