Children and young people are risking their lives by climbing high scaffolding, a meeting heard.
Harwich Crime Prevention Panel was told youngsters were still clambering up the staging around St Nicholas' Church.
Betty Holbrook said children had been seen climbing right to the top of the spire.
Linda Chamberlain said youngsters had also gone through the church's front door during the Harwich Festival and pulled a bell, which had lodged a hammer and affected the clock.
Sgt Peter Wood, of Harwich police, added: "They are going to injure themselves around there." Scaffolding has been temporarily put around the church while restoration work is carried out on the tower.
