A consultation will be held with parish councils over the problems of fly posters.
Braintree council's cabinet agreed at its meeting two nights ago held at Causeway House, Bocking End, Braintree, to speak to the district's various parish councils over the problem.
Cabinet member for environmental protection Roger Walters (Con, Gt Notley and Braintree West) raised the issue following a zero tolerance approach by the council's Clean Team. It resulted in posters for Gosfield village fete being removed which was criticised by fete organisers.
But Mr Walters said: "If we have to ask our team to make decisions of what they remove and what they don't remove then we are going to struggle."
He said the council will continue with its zero tolerance policy.
