Just over half of those who responded to a survey in Southend were satisfied with the service provided by the council, it was revealed today.
Councillors and officers said they were mystified why the level has dropped from nearly 65 per cent satisfaction three years ago to around 51 per cent in 2003/4.
Council leader Howard Briggs said: "While we are disappointed that satisfaction levels have reduced for some of our services, we will work hard to find out why this has happened.
"We are improving ways in which we get feedback on our services to help us learn how we can improve."
Areas where there has been a drop in satisfaction include planning, cleanliness, transport information and sports and leisure facilities.
The council scored well on waste disposal and recycling as well as looking after its parks and open spaces.
