The Heritage Lottery Fund has agreed to pay for the statue but a further bid of £18,000 to fund the garden is awaited.
Mr Williams's plans for the new garden include plaques with information about the history of Canvey, dating back to 1624 when the Dutch reclaimed land from the sea and created the island, as well as photos of more recent events.
There will also be trees and shrubs while locals will be able to sponsor benches for the area.
