Residents have lost their battle to get the Laindon junction of the A127 closed to through traffic.
By allowing the road to stay open, Basildon Council has also given the final seal of approval to plans for housing on the former Fortune of War pub site.
Residents in High Road North, Laindon, wanted the road closed for safety, but Basildon Council has decided to put traffic calming measures on the road instead.
Although road closure was favoured by those already living in the street, the idea was opposed by the police, fire brigade and county council. Instead there will be speed bumps and a chicane at the northern end of the road.
These are designed to slow traffic enough for cars to turn out of the new housing development on to High Road North.
