The highways department wants to introduce speed humps along Felmores, Lanhams and Davenants in Northlands Park.
The proposals have sparked anger among residents, who resent plans to replace parking spaces with double yellow lines.
They believe alternative options are being ignored in an effort to force the restrictions through before the end of the financial year.
Rob Hill, of Davenants, who has led the campaign against the speed humps, handed in the petition yesterday. He said: "There are a lot of names on it and I hope the council takes notice."
